I use to be able to get on it and spin the tires in 1st gear, after a long period of the car sitting there we finally got it running again. Go for a test drive and we are thinking its a lot slower, wont spin tires , or even in the rain! In 3rd gear the wastegate opens and the rpms jump to 4k quickly and then just stays like that, wastegate open but no more RPMS are building. Any ideas? It also smokes a little white smoke outta the drive side tail pipe . Could it be some sort of vacuum leak, timing issue, bad turbo, ect?

Bad turbo, bad wastegate, bad spark plugs, cap, rotor would all be places to start.  You can pull the intake boot on the turbo and check the condition of the impeller fins.  How long was the car sitting, and did you do any work to it while it sat?

no work was done while it sat. Ill check the compressor housing blades right now along for shaft play and oil leaking . Thanks!

Pop your D cap off and check that and the rotor while you are at it.
