Many cars nowadays have a dome light override that keeps the dome light from turning on when the door is open. If this is the case then it should give instructions on how to set it in the owner's manual. Since your car is so new I don't believe the Tech 2 Scanner light could have blown. If there is no override for the dome light you will most certainly have to take it in for servicing.
