Rim help
 

Ok so the guy i bopught my 944 from was a total dumbass. It looks like he clear coated the rims without even cleaning them first. I want to redo the clear coat and get all that **** of the rim. What should i do? Just sand it...then clear coat. im not sure soi any help would be appreciated. Thanks
