I'm buying a 1999 Porsche Carrera with a mileage of 52K. Does the service manual requires a 60K service? What work should be done at 60K miles?

Yes, 60k is a major service. Every 15k is a minor service and every 30k is a major service. Book time is 12.9 hours IIRC. It involves a complete inspection of the entire car. Air filter, cabin filter, fuel filter, oil change, transaxle service, spark plug change, etc.
