Ok, so I was replacin my head when all of a sudden...
 
83 944... I got my cyl. head back, rebuilt and cleaned up. I lined up the crank timing marks, put the head on, and torqued it. Put the cam assembly on, torqued it, and lined up the timing marks. Then I proceeded to the belts. After tightening the belts, and double checking the timing marks, (they were all good). I rotated the engine 4 times. The timing marks between the crank and cam were off. Are the belts not tight enough? I feel like I forgot something but not sure. If the timing belt is too loose, will it go out of time like that? Any advice would be greatly appreciated!

The cam will be out 180 degrees for every turn of the crank. IE, the cam turns at half the speed of the crank. Turn the crank another 360 degrees, and they will probably line up again.
