Boxter top not working (relays)/

I have a 2000 Boxster. My problem is I cannot get the top to come done. I just got the car and the mechanic that looked at it found two relays in the the trunk unplugged. This ran the convertible top and the radio (radio I assume). He plugged them in and the top came down and went up ok, but he said after 20 min he unplugged it because he said the relays where getting really hot. Anyhow, now when I got the car and try to plug in the relays the top will not come down. All fuses work and none are blown (fuses located by drivers door). When I lift the lever to release the lock on the roof the windows go down but when I hit the button to take the top down nothing happens. I tried with car started and without, all in Park. Also radio doesn't work, but I think it is part of the same relay (one of the two). But getting the top down is more important. If anyone can help very much appreciate.

Thanks

ALSO: just out of curiosity, anyone know what the switch (window looking) does that is on the fuse box by the drivers door?

The Red one in the picture is for the spoiler. It is only $15. Not sure what the other one is. Does it have a Porsche part no. on it?
I would check the microswitches also. Could even be something simple like the e-brake microswitch.
