2009 cayenne turbo s, water in headlight assembly, faulty control unit

This weekend I discovered water inside the driver side headlight assembly. I also received a system fault warning on the dash. Inspection of the headlight assembly revealed no cracks or defects, so how did the water enter? Now I am told I need to replace the control unit on both sides otherwise they will not work properly. Before I do this I would appreciate any input regarding similar experiences or suggestion on where the water may have entered. I do not want to make this expensive repair only to have the problem recur. Thanks
