This is my first forum and Ibecame a member because I had a few questions.

I heard that the RSR dosent pass smog beacuse of how its built, is that true???

If so, how does the dealership register the car???

If a car is sold as a street car in the state where you live (California) then it will pass all local and state emissions and safety requirements as well as all federal requirements. I'd go ask your local Porsche dealer for details.

Some models are sold as pure racing cars and not meant for the street, and you basically can't get them inspected and licensed without some (usually illegal) slight of hand.
