Default 76 930 boost problems

hey i work at a european shop and we work on a few 911 but not to many 930 and
this car has been into before
its a non intercooled car
the problem is that it will not boost it gets like 2lbs max.
i put a vac pump on the wastegate it will suck into a vacuum but it leaks down slowly
i took the bypas valve/ intake tubing and stuff and its got a lot of oil in it and you can blow air right past the it. there is silicone on the end cap so i know sombody has been into it before

i just dont have much expirence with these
i was jsut thinking about making a intake tubing and just putting a regular bypass valve in it
and getting rid of the whole ridiculous intake/ bypass valve it has

oh and when you plug in the vaccum line to the distributor it runs like crap
un plug it and its ok
i put a timing light on it and its retarding the timing at an idle when you plug it in

any help would be great this guy wants the car back
