Default 996tt vs. GT-3

I've got a question that hopefully someone here can answer. If the 996tt motor is basically a GT-3 mill with lower compression, then why is the redline on the two motors 1600 rpm apart! Does it have to do with different reciprocating masses due to pistons, etc. or is it more like the turbos run out of air and a higher rev limit is unproductive? I have been thinking about this and can't seem to come up with a logical answer. I am also too lazy to go back to my magazines and try to find the answer. Anyone have a quick answer?
