Default Sensors?

Can you run your car without "speed and reference sensors".? Also there was another small sensor just left (closer to driver side) of the speed and reference sensor, any ideas? And finally, the plastic cover over the timing belts is cracked at the bottom, is this hurting anything?

The small sensor to the drivers side is the TDC diagnostic sensor. It was used by now ancient diagnostic equipment in the 80's....it can be removed. The car will not run or start without the speed and reference sensors.
