For migrating one Office 365 tenant to another, you can use the native migration method provided by Microsoft. Manual migration procedure is very lengthy and requires technical expertise. You can check out this guide on tenant to tenant migration for complete migration procedure. Also, you can approach third-party email migration providers with your requirements for hassle-free migration.

Note: For performing the manual migration, you will be required to assign cross-tenant user data migration. Without assigning this license, you will not be able to perform the migraiton.
