Default 1999 carrera tilt steering wheel

I just bought a 1999 carrera which seems to have almost all options. I have been trying to adjust the steering wheel up and down. It has a lever under the wheel which turns right to left but does not allow the wheel to move. Does anyone know if there is an additional action required to move the wheel or do I just not have the option. This is my first post and if this is not an appropriate query I hope you will let me know

I just bought a 2001 and ran into the same situation. After fooling around with it a few times, I came to the conclusion that it was telescoping only; no tilt adjustment. I believe the lever flipped to the passenger side is locked. Flipped to the driver side, the wheel can be telescoped up and down (about 2 inches). It takes a pretty firm pull or push to get the movement.
