Default High beams on, blows tail light fuse when turned off

99 C2. Lights turned to 1st position from off - high beam indicator “blue” light on in dash. Cycle lever on steering column and although it does not actually change positions the blue light goes off. High/low works as advertised, however the fuse for the right rear tail light blows. Plan to troubleshoot as soon as I get a chance, but appreciate any help.

Default Update

Still have not had time to troubleshoot it, but noticed that I can cycle between high/low beam lights using the lights control rotary switch. When in the 1st position “park” the low beam lights are on. Move to lights “on” and I get high beam lights. Pretty sure it is the switch and am planning to replace it soon. Will update later.
Update: Replaced switch, same problem. Pulling out headlights next.

I think I had this problem one time it was a bad ground
