Exclamation Problem with hood release

Hello Experts,

Sorry to bother but I have a problem with my C2 1999. I have been hearing some electric tick tock under the passenger seat, when the car is running until a few minutes after the car is turned off, now the power on the car is gone and the hood release is blocked, so I cannot access the hood into the battery. Is there any way I can unlock the hood release lever, so I can get the hood open?

There is an emergency release cable on the early cars underneath the passenger headlight. You probably will have to access it through the passenger side front fenderwell.
