Why is the porsche 914/6 considered a Volkswagen when it had a porsche engine?

Why is the porsche 914/6 considered a Volkswagen when it had a porsche engine?
My customers really like them, but most people don't consider it a real porsche MB STAR C4.

found antifreeze leaking from the left rear potin of my engine compartment, had car towed to dealer.
