Ah, the 928 wiring. That is hard enough working on with it in front of you, let alone over the net. I take it you are talking about the actual brake lights at the rear of the car, and not the brake warning lights on the dash, correct? (you mentioned the instrument panel, so I wan't sure). I am going to guess you have a ground issue somewhere. Start looking for grounds, clean them up, and see if it goes away.
If it is just the brake light warning on the dash, then start by replacing the bulbs first, as the resistance will build up with humidity and moisture, and cause the light to trigger.
