Default steering wheel shimmy

please help. I got new rims/tires recently, and when I put them on there is a bad shimmy in the steering wheel. I went back to the tire store 3 different times to check balancing, and they say they are perfect, also the tires are not out of round, and wheels are not bent. what could this be?

My guess is a belt inside one of the tires has come loose. Obviously if it was not there before the tires and rims, and now it is....that those are the cause.

You can try putting the spare on one side, then see if it clears, if not switch it to the other side. If you figure out which tire is bad they may be more willing to replace it. I would also take the rear tires and try them on the front to make sure they are good.
